  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Add the dry ingredients to the butter mixture alternately with the buttermilk, beginning and ending with the dry ingredients. Mix until just combined.
  5. In a small bowl, combine the red food coloring and vinegar. Add the baking soda and quickly stir into the cake batter. Mix until well combined.
  6. Divide the batter evenly between the prepared pans. Smooth the tops with a spatula.
  7. Bake for 25-30 minutes, or until a toothpick inserted into the center of the cakes comes out clean. Remove from the oven and let cool in the pans for 10 minutes. Transfer to a wire rack to cool completely.
  8. In a mixing bowl, beat the cream cheese until smooth. Gradually add the powdered sugar and mix until well combined. In a separate bowl, whip the heavy cream until stiff peaks form. Fold the whipped cream into the cream cheese mixture.
  9. Place one cake layer on a serving plate. Spread a layer of cream cheese frosting on top. Place the second cake layer on top and frost the top and sides of the cake with the remaining frosting.
  10. Chill the cake in the refrigerator for at least 1 hour before serving.
