Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs, one at a time, then stir in the red food coloring and vanilla extract.

Gradually mix in the dry ingredients, alternating with buttermilk. Stir in the white vinegar.

Divide the batter evenly between the prepared pans. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then transfer to a wire rack to cool completely.

In a separate bowl, beat together the cream cheese, powdered sugar, vanilla extract, and heavy cream until smooth and creamy.

Once the cakes have cooled, spread a layer of cream cheese frosting on top of one cake layer. Place the second cake layer on top and frost the top and sides of the cake with the remaining frosting.
