  1. Preheat the oven to 350°F (175°C).
  2. Peel the ripe plantains and slice them lengthwise into thin strips.
  3. Heat olive oil in a large skillet over medium heat. Fry the plantain strips until golden brown on both sides. Remove from the skillet and set aside.
  4. In the same skillet, cook the ground beef until browned. Add the diced onion, minced garlic, and chopped green bell pepper. Cook until the vegetables are softened.
  5. Stir in the tomato sauce, sazon seasoning, oregano, salt, and black pepper. Simmer for 5 minutes.
  6. In a separate bowl, beat the egg and milk together.
  7. In a greased baking dish, layer half of the fried plantains. Top with the ground beef mixture, then another layer of fried plantains.
  8. Pour the egg and milk mixture over the top.
  9. Sprinkle mozzarella cheese on top.
  10. Bake in the preheated oven for 30-40 minutes, until the cheese is melted and golden brown.
  11. Allow to rest for 10 minutes before serving.
