  1. Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the flour mixture to the butter mixture, alternating with the milk. Fold in the chopped pistachios.
  5. Pour the batter into the prepared cake pan and smooth the top. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove the cake from the oven and let it cool in the pan for 10 minutes. Then transfer it to a wire rack to cool completely.
  7. In a small bowl, whisk together the powdered sugar, heavy cream, and green food coloring (if using) until smooth and creamy.
  8. Once the cake has cooled, spread the frosting over the top. Decorate with additional chopped pistachios if desired.
  9. Allow the frosting to set for at least 30 minutes before serving.
