  4. Pour the wet ingredients into the dry ingredients and stir until a dough forms.
  5. On a lightly floured surface, roll out the dough into a rectangle.
  6. In a small bowl, mix together the ground cinnamon and brown sugar.
  7. Sprinkle the cinnamon-sugar mixture evenly over the dough.
  8. Starting from one of the long sides, tightly roll up the dough into a log.
  9. Cut the log into 12 equal-sized pieces.
  10. Place the cinnamon rolls in a greased baking dish.
  11. Bake for 20 minutes or until golden brown.
  12. In a small bowl, whisk together the powdered sugar, cream cheese, lemon juice, and milk to make the glaze.
  13. Drizzle the glaze over the warm cinnamon rolls.
