  1. Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking dish.
  2. In a large bowl, combine the flour, granulated sugar, brown sugar, baking powder, baking soda, salt, cinnamon, and nutmeg.
  3. In another bowl, mash the persimmons until smooth. Add the eggs, milk, melted butter, and vanilla extract. Mix well.
  4. Gradually add the wet ingredients to the dry ingredients, stirring until just combined. Fold in the chopped walnuts and raisins.
  5. Pour the batter into the prepared baking dish and smooth the top. Bake for 40 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove from the oven and let cool in the dish for 10 minutes. Then, transfer to a wire rack to cool completely.
