  1. Preheat the oven to 350°F (175°C). Grease and flour a tube pan.
  2. In a large bowl, beat the egg whites until foamy. Add cream of tartar and salt, and continue beating until soft peaks form. Gradually add granulated sugar, beating until stiff peaks form.
  3. In a separate bowl, sift together cake flour, cocoa powder, and 1/2 cup powdered sugar. Gently fold the flour mixture into the egg white mixture.
  4. Add orange zest, orange juice, and vanilla extract. Gently fold until well combined.
  5. Pour the batter into the prepared tube pan and smooth the top. Bake for 40 minutes or until the cake springs back when lightly touched.
  6. Remove the cake from the oven and let it cool upside down in the pan for 1 hour.
  7. Run a knife around the edges of the pan to loosen the cake. Invert the pan onto a serving plate to release the cake.
  8. Dust the cake with powdered sugar and serve with whipped cream and orange slices.
