  2. In a medium saucepan, combine sugar, cornstarch, water, lemon juice, and lemon zest. Cook over medium heat, stirring constantly, until mixture thickens and boils. Boil and stir for 1 minute. Remove from heat.
  3. In a small bowl, beat egg yolks. Gradually whisk in 1/2 cup of the hot sugar mixture. Return egg mixture to saucepan. Cook over medium heat, stirring constantly, until mixture boils. Boil and stir for 1 minute. Remove from heat. Stir in butter until melted. Pour into baked pie crust.
  4. In a large glass or metal mixing bowl, beat egg whites and cream of tartar until foamy. Gradually add sugar, continuing to beat until stiff peaks form. Spread meringue over pie, sealing the edges at the crust.
  5. Bake in the preheated oven for 10 minutes, or until meringue is golden brown. Cool completely before serving.
