  1. Preheat the oven to 350°F (175°C). In a medium bowl, mix oats, flour, baking soda, and salt.
  2. In a separate large bowl, cream together butter, brown sugar, and granulated sugar until light and fluffy. Beat in the egg and vanilla extract.
  3. Gradually mix in the dry ingredients until well combined. Stir in the milk.
  4. Drop rounded tablespoons of dough onto a baking sheet, spacing them about 2 inches apart. Flatten each dough mound slightly with the back of a spoon.
  5. Bake for 10-12 minutes or until lightly golden. Remove from the oven and let cool on the baking sheet for 5 minutes before transferring to a wire rack to cool completely.
  6. In a medium bowl, beat together cream cheese, powdered sugar, vanilla extract, and heavy cream until smooth and creamy.
  7. Spread a dollop of cream filling on the flat side of one cookie and sandwich with another cookie. Repeat with the remaining cookies.
  8. Serve and enjoy!
