  1. Preheat the oven to 350°F (175°C).
  2. In a small saucepan, combine the sugar and water. Cook over medium heat until the sugar dissolves and turns golden brown, stirring occasionally. Pour the caramelized sugar into a 9-inch round cake pan, tilting the pan to evenly coat the bottom.
  3. In a large mixing bowl, beat the eggs. Add the sweetened condensed milk, evaporated milk, and vanilla extract. Mix well.
  4. Pour the egg mixture over the caramelized sugar in the cake pan.
  5. Place the cake pan in a larger baking pan. Fill the larger pan with hot water, halfway up the sides of the cake pan.
  6. Bake for 60 minutes, or until the flan is set but still jiggles slightly in the center.
  7. Remove the cake pan from the water bath and let it cool to room temperature. Then refrigerate for at least 2 hours, or overnight.
  8. To serve, run a knife around the edges of the pan to loosen the flan. Invert the cake pan onto a serving plate, allowing the caramel to drizzle over the flan.
  9. Slice and serve chilled.
