Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large bowl, mix together the flour, sugar, baking powder, and salt.

In a separate bowl, whisk together the melted butter, milk, egg, and vanilla extract.

Pour the wet ingredients into the dry ingredients and stir until just combined.

In a small bowl, mix together the flour, sugar, cinnamon, and melted butter for the crumb topping.

Pour half of the batter into the prepared cake pan, then sprinkle half of the crumb topping over the batter.

Pour the remaining batter over the crumb topping, then sprinkle the remaining crumb topping on top.

Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
