In a large skillet, heat olive oil over medium heat. Add the onion and garlic, and sauté until fragrant.

Add the ground beef and cook until browned. Drain any excess fat.

Stir in the carrots, peas, tomato paste, cumin, coriander, cinnamon, salt, and pepper. Cook for 5 minutes.

In a separate pot, boil the potatoes until tender. Drain and mash with butter, milk, salt, and pepper.

Transfer the meat mixture to a baking dish and spread the mashed potatoes on top.

Bake for 30 minutes, or until the potatoes are golden brown.
