Preheat the oven to 350°F (175°C). Grease a muffin tin or line with muffin liners.

In a large bowl, whisk together the flour, baking powder, baking soda, cinnamon, and salt.

In another bowl, mix together the grated carrots, grated apple, chopped walnuts, and raisins.

In a separate bowl, beat the eggs. Add the vegetable oil, vanilla extract, and brown sugar. Mix well.

Gradually add the wet ingredients to the dry ingredients, stirring until just combined.

Fold in the carrot and apple mixture.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Bake for 20-25 minutes, or until a toothpick inserted into the center of a muffin comes out clean.

Allow the muffins to cool in the tin for 10 minutes, then transfer to a wire rack to cool completely.
