  1. Preheat the oven to 350°F (175°C). Grease a muffin tin or line with muffin liners.
  2. In a large bowl, whisk together the flour, baking powder, baking soda, cinnamon, and salt.
  3. In another bowl, mix together the grated carrots, grated apple, chopped walnuts, and raisins.
  4. In a separate bowl, beat the eggs. Add the vegetable oil, vanilla extract, and brown sugar. Mix well.
  5. Gradually add the wet ingredients to the dry ingredients, stirring until just combined.
  6. Fold in the carrot and apple mixture.
