Preheat the oven to 350°F (175°C) and line baking sheets with parchment paper.

In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.

In a separate large bowl, cream together the butter and granulated sugar until light and fluffy.

Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, until well combined.

Stir in the mint extract and green food coloring (if using).

Drop rounded tablespoons of the batter onto the prepared baking sheets, spacing them about 2 inches apart.

Bake for 10-12 minutes or until the tops spring back when lightly touched.

Remove from the oven and let cool on the baking sheets for 5 minutes, then transfer to a wire rack to cool completely.

In a small saucepan, heat the powdered sugar, heavy cream, and chopped dark chocolate over low heat until melted and smooth.

Let the chocolate ganache cool for 10 minutes.

Spread the flat side of half the cookies with the chocolate ganache.

Sprinkle mini chocolate chips on top of the ganache.

Top with the remaining cookies, flat side down, to create sandwich cookies.
