Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the onion, carrot, and frozen peas to the skillet. Cook for 5 minutes, until the vegetables are tender.

Stir in the Worcestershire sauce and beef broth. Simmer for 10 minutes, until the liquid has reduced.

Meanwhile, peel and dice the potatoes. Boil them in salted water until tender. Drain and mash with butter, milk, salt, and pepper.

Divide the beef mixture among four individual ramekins. Top each with a generous amount of mashed potatoes.

Place the ramekins on a baking sheet and bake for 20 minutes, until the tops are golden and the filling is bubbling.
