  1. Preheat the oven to 400°F (200°C).
  2. In a large bowl, whisk together the flour, baking powder, and salt.
  3. Cut the butter into small cubes and add it to the flour mixture. Use your fingers or a pastry cutter to rub the butter into the flour until the mixture resembles coarse crumbs.
  4. Stir in the grated Parmesan cheese.
  5. In a separate bowl, whisk together the milk and egg.
  6. Pour the milk mixture into the flour mixture and stir until just combined.
  7. Turn the dough out onto a lightly floured surface and knead it gently a few times until it comes together.
  8. Roll out the dough to about 1/2-inch (1 cm) thickness.
  9. Use a round cookie cutter or a glass to cut out mini scones.
  10. Place the scones on a baking sheet lined with parchment paper.
  11. Brush the tops of the scones with a little milk.
  12. Bake for 15-20 minutes, or until golden brown.
  13. Remove from the oven and let the scones cool on a wire rack for a few minutes.
  14. Serve warm, sprinkled with fresh chopped parsley.
