Preheat the oven to 350°F (175°C). Grease a muffin tin.

In a large bowl, mix together the pumpkin puree, sugar, eggs, and vegetable oil.

In a separate bowl, whisk together the flour, cocoa powder, baking powder, and salt.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Stir in the vanilla extract and chocolate chips.

Divide the batter evenly among the muffin cups.

Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.

Allow the mini cakes to cool in the tin for 10 minutes, then transfer to a wire rack to cool completely.

Once cooled, top each mini cake with whipped cream and sprinkle with pumpkin seeds.
