  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add milk, vegetable oil, vanilla extract, and eggs to the dry ingredients. Mix until well combined.
  4. Stir in boiling water, the batter will be thin but that's okay.
  5. Pour the batter evenly into the prepared cake pans.
  6. Bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.
  8. In a microwave-safe bowl, melt the milk chocolate chips and butter in 30-second intervals, stirring until smooth.
  9. In a separate bowl, beat powdered sugar, vanilla extract, and heavy cream until creamy and smooth.
  10. Spread a layer of chocolate frosting on top of one cake layer. Place the second cake layer on top and frost the top and sides of the cake with the remaining chocolate frosting.
  11. Let the cake rest for at least 1 hour before serving. Enjoy!
