  1. Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix well.
  3. Add eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Gradually add boiling water to the batter, mixing continuously.
  5. Pour the batter into the prepared cake pan and bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove the cake from the oven and let it cool in the pan for 10 minutes. Then transfer it to a wire rack to cool completely.
  7. Once the cake has cooled, melt the milk chocolate bars in a microwave or double boiler.
  8. Pour the melted chocolate over the cake, spreading it evenly.
  9. Refrigerate the cake for 20-30 minutes, or until the chocolate is set.
  10. Serve the cake with whipped cream and chocolate shavings on top.
