In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the egg, lemon zest, lemon juice, and vanilla extract.

Gradually mix in the dry ingredients, alternating with the milk, beginning and ending with the dry ingredients.

Drop rounded tablespoons of batter onto the prepared baking sheets, spacing them about 2 inches apart.

Bake for 10-12 minutes, or until the cookies are set and lightly golden around the edges. Allow the cookies to cool completely on the baking sheets.

For the filling, beat together the cream cheese and butter until smooth. Gradually add in the powdered sugar, lemon zest, lemon juice, and vanilla extract, beating until creamy.

Spread a generous amount of filling onto the flat side of half of the cookies. Top with the remaining cookies to create sandwiches.
