Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the onion and garlic to the skillet and cook until softened.

Stir in the cabbage, potatoes, carrots, frozen peas, beef broth, Worcestershire sauce, flour, salt, black pepper, and paprika. Cook for 10 minutes, until the vegetables are slightly tender.

In a separate saucepan, melt the butter and stir in the milk. Heat until warm.

Roll out one sheet of pie crust and line a 9-inch pie dish.

Pour the meat and vegetable mixture into the pie crust.

Pour the warm milk and butter mixture over the filling.

Roll out the second sheet of pie crust and place it on top of the filling. Seal the edges and cut slits in the top crust to allow steam to escape.

Bake for 30-35 minutes, until the crust is golden brown.
