  1. Preheat the oven to 325°F (163°C). Grease and flour a chiffon cake pan.
  2. In a large mixing bowl, sift together the cake flour, granulated sugar, baking powder, and salt.
  3. Add the vegetable oil, egg yolks, water, and vanilla extract to the dry ingredients. Mix until smooth.
  4. In a separate bowl, beat the egg whites and cream of tartar until soft peaks form. Gradually add the granulated sugar and continue beating until stiff peaks form.
  5. Gently fold the egg white mixture into the batter until well combined.
  6. Pour the batter into the prepared cake pan. Sprinkle the almonds, semisweet chocolate, and sprinkles on top.
  7. Bake for 45 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let the cake cool in the pan for 10 minutes. Then, transfer to a wire rack to cool completely.
  9. Once cooled, serve and enjoy!
