Preheat the oven to 425°F (220°C) and line a baking sheet with parchment paper.

In a large mixing bowl, whisk together the flour, sugar, baking powder, salt, cinnamon, ginger, cardamom, and cloves.

Cut the cold butter into small cubes and add it to the dry ingredients. Use a pastry cutter or your fingers to cut the butter into the flour mixture until it resembles coarse crumbs.

In a small saucepan, heat the heavy cream over medium heat until it starts to steam. Remove from heat and add the masala chai tea bags. Let steep for 5 minutes, then remove the tea bags.

In a separate bowl, whisk the egg. Slowly pour the steeped cream into the whisked egg while continuously whisking.

Make a well in the center of the dry ingredients and pour in the cream mixture. Stir until just combined.
