Arrange the orange slices in a single layer on the bottom of the pan.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a separate large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract and orange zest.

Gradually mix in the dry ingredients, alternating with the milk, beginning and ending with the dry ingredients.

Pour the batter over the orange slices in the cake pan.
