  1. Preheat oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
  2. In a medium bowl, whisk together flour, baking powder, and salt.
  3. In a large bowl, beat butter and sugar until light and fluffy. Add eggs one at a time, beating well after each addition. Stir in vanilla extract.
  4. Gradually add flour mixture to the butter mixture, alternating with milk, beginning and ending with flour mixture. Mix until just combined.
  5. In a small bowl, mix cocoa powder and boiling water until smooth. Stir 1 cup of the cake batter into the cocoa mixture.
  6. Pour half of the remaining plain batter into the prepared cake pan. Spoon half of the chocolate batter on top. Repeat with remaining plain and chocolate batters. Swirl batters together with a knife to create a marble effect.
  7. Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean. Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
  8. In a heatproof bowl, combine chopped white chocolate and heavy cream. Microwave in 30-second intervals, stirring in between, until the chocolate is melted and the mixture is smooth. Stir in powdered sugar and vanilla extract.
  9. Pour the glaze over the cooled cake, allowing it to drip down the sides. Let the glaze set before serving.
