  1. Preheat the oven to 350°F (175°C). Grease and flour a bundt cake pan.
  2. In a mixing bowl, combine the flour, cocoa powder, baking powder, baking soda, and salt.
  3. In a separate bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs, one at a time, beating well after each addition. Stir in the vanilla extract.
  4. Gradually add the flour mixture to the butter mixture, alternating with buttermilk, beginning and ending with the flour mixture. Mix until just combined.
  5. Stir in the hot water until the batter is smooth.
  6. Pour the batter into the prepared bundt pan and smooth the top.
  7. Bake for 50-60 minutes, or until a toothpick inserted into the center comes out clean.
  8. Allow the cake to cool in the pan for 10 minutes, then invert onto a wire rack to cool completely.
  9. Once the cake is cooled, dust with powdered sugar before serving.
