  2. In a large bowl, whisk together the flour, granulated sugar, and salt. Cut in the butter until the mixture resembles coarse crumbs.
  3. Stir in the lemon zest, lemon juice, milk, eggs, and vanilla extract until well combined.
  4. Pour the batter into the prepared baking dish.
  5. Place the baking dish in a larger baking pan. Pour hot water into the larger pan until it reaches halfway up the sides of the baking dish.
  6. Bake for 40-45 minutes or until the top is golden brown and the pudding is set.
  7. Remove the baking dish from the water bath and let it cool for 30 minutes.
  8. Dust with powdered sugar before serving. Serve warm or at room temperature.
