  1. Preheat the oven to 350°F (175°C). Grease a 9-inch (23 cm) round baking dish.
  2. In a large mixing bowl, whisk together flour, granulated sugar, baking powder, and salt.
  3. In a separate bowl, combine milk, melted butter, lemon zest, lemon juice, and egg yolks. Mix well.
  4. Pour the wet mixture into the dry ingredients. Stir until well combined.
  5. In another bowl, beat egg whites and cream of tartar until stiff peaks form.
  6. Gently fold the beaten egg whites into the batter.
  7. Pour the batter into the prepared baking dish.
  8. Place the baking dish in a larger baking pan. Fill the larger pan with hot water, about halfway up the sides of the baking dish.
  9. Bake for 40 minutes or until the top is golden brown and the cake is set.
  10. Remove from the oven and let it rest for 30 minutes.
  11. Dust with powdered sugar before serving.
