  1. Preheat the oven to 350°F (175°C). Grease a 9-inch square baking dish.
  2. In a mixing bowl, combine flour, 1 cup sugar, and salt. Cut in butter until mixture resembles coarse crumbs. Stir in lemon zest.
  3. In another bowl, beat egg yolks until light and lemon-colored. Gradually beat in lemon juice and milk. Stir into flour mixture.
  4. In a separate bowl, beat egg whites until soft peaks form. Gradually add 1/2 cup sugar, beating until stiff peaks form. Fold into lemon mixture.
  5. Pour into prepared baking dish. Place the baking dish in a larger baking pan. Pour hot water into the larger pan to a depth of 1 inch.
  6. Bake for 45-50 minutes or until a knife inserted near the center comes out clean. Remove baking dish from the water bath and cool on a wire rack for 30 minutes.
  7. Serve warm or chilled. Dust with powdered sugar if desired.
