In a bowl, combine the pie crust ingredients and press into a pie dish.

In a saucepan, whisk together the lemon juice, lemon zest, egg yolks, sweetened condensed milk, cornstarch, sugar, and salt.

Cook over medium heat, stirring constantly, until the mixture thickens.

In a separate bowl, beat the egg whites and cream of tartar until soft peaks form.
