In a bowl, combine the pie crust ingredients and press into a pie dish. Bake for 10 minutes and set aside.

In a saucepan, whisk together the lemon juice, lemon zest, egg yolks, condensed milk, cornstarch, sugar, and salt. Cook over medium heat, stirring constantly, until thickened. Pour the filling into the baked pie crust.

In a separate bowl, beat the egg whites and cream of tartar until soft peaks form. Gradually add the sugar and continue beating until stiff peaks form.
