  1. Preheat the oven to 325°F (163°C).
  2. In a medium bowl, combine the pie crust ingredients and press into a 9-inch pie dish.
  3. In a separate bowl, whisk together the lemon juice, lemon zest, egg yolks, sweetened condensed milk, and cornstarch.
  4. In a saucepan, combine the water and sugar over medium heat until the sugar has dissolved.
  5. Slowly pour the sugar syrup into the lemon mixture, whisking constantly.
  6. Return the mixture to the saucepan and cook over medium heat until thickened, stirring constantly.
  7. Pour the lemon filling into the pie crust and set aside.
  8. In a clean mixing bowl, beat the egg whites, cream of tartar, vanilla extract, and salt until soft peaks form.
  9. Gradually add the sugar while continuing to beat until stiff peaks form.
  10. Spread the meringue over the lemon filling, making sure to seal the edges.
  11. Bake for 20 minutes or until the meringue is golden brown.
  12. Remove from the oven and let cool for 2 hours before serving.
