In a medium bowl, combine graham cracker crumbs and melted butter. Press the mixture into the bottom of a 9-inch pie dish.

In a large bowl, whisk together sweetened condensed milk, lemon juice, lemon zest, eggs, sugar, flour, baking powder, salt, milk, and vanilla extract until well combined.

Pour the mixture over the crust in the pie dish.

Bake for 40-45 minutes, or until the pie is set and golden brown.
