  2. In a medium bowl, whisk together the cake flour, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the lemon zest and lemon juice.
  4. Add the flour mixture alternately with the milk, beginning and ending with the flour mixture. Divide the batter evenly between the prepared pans.
  5. Bake for 20 to 25 minutes, or until a toothpick inserted into the center comes out clean. Allow the cakes to cool in the pans for 10 minutes, then remove from the pans and transfer to wire racks to cool completely.

  7. In another small bowl, whisk together the powdered sugar and vanilla extract. Gradually add enough water to make a smooth icing consistency. Drizzle the icing over the top of the cake.
