  1. Preheat the oven to 400°F (200°C) and line a baking sheet with parchment paper.
  2. In a large mixing bowl, whisk together the flour, sugar, baking powder, and salt.
  3. Cut the cold butter into small cubes and add it to the flour mixture. Use a pastry cutter or your fingers to cut the butter into the flour until the mixture resembles coarse crumbs.
  4. Stir in the lemon zest and dried cranberries.
  5. In a separate bowl, whisk together the egg, heavy cream, vanilla extract, and lemon juice.
  6. Pour the wet ingredients into the dry ingredients and gently mix until just combined.
  7. Turn the dough out onto a lightly floured surface and knead it a few times to bring it together.
  8. Pat the dough into a circle about 1 inch (5 cm) thick. Cut the circle into 8 wedges.
