  2. In a large bowl, combine the flour, sugar, baking powder, and salt.
  3. Cut in the butter until the mixture resembles coarse crumbs.
  4. Stir in the lemon zest.
  5. In a separate bowl, whisk together the egg, milk, and lemon juice.
  6. Add the wet ingredients to the dry ingredients and stir until just combined.
  7. Turn the dough out onto a lightly floured surface and knead gently a few times.
  8. Roll out the dough to a 1/2-inch (1 cm) thickness.
  9. Using a round biscuit cutter, cut out circles from the dough and place them on a baking sheet lined with parchment paper.
