In a large bowl, combine flour, sugar, baking powder, and salt. Add butter, milk, and vanilla extract. Mix until well combined.

In a separate bowl, beat the eggs and cocoa powder until smooth. Add the cocoa mixture to the batter and mix well.

Divide the batter equally among the prepared pans. Smooth the tops with a spatula.

Bake for 20-25 minutes or until a toothpick inserted into the center comes out clean. Remove from the oven and let the cakes cool in the pans for 10 minutes. Transfer to a wire rack to cool completely.

In a mixing bowl, beat the powdered sugar, whipping cream, and vanilla extract until stiff peaks form.

Place one cake layer on a serving plate and spread a layer of whipped cream on top. Repeat with the remaining layers.

Melt the dark chocolate in a microwave-safe bowl in 30-second intervals, stirring in between, until smooth. Drizzle the melted chocolate over the top of the cake. Sprinkle with sprinkles.

Chill the cake in the refrigerator for at least 1 hour before serving.
