In a medium bowl, sift together the cake flour, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the vanilla extract.

In a separate bowl, beat the egg whites until stiff peaks form.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Fold in the beaten egg whites.

Gently fold in the maraschino cherries, chopped pecans, and dried fruits.

Divide the batter evenly between the prepared cake pans. Smooth the tops with a spatula.

Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cakes to cool in the pans for 10 minutes, then transfer them to a wire rack to cool completely.

In a small bowl, whisk together the confectioners' sugar, heavy cream, and orange zest until smooth and creamy.

Place one cake layer on a serving plate and spread a layer of the buttercream frosting on top. Place the second cake layer on top and frost the entire cake with the remaining buttercream.
