In a medium bowl, combine oats, flour, cocoa powder, baking powder, baking soda, and salt.

In a large bowl, cream together butter, granulated sugar, and brown sugar until light and fluffy. Beat in eggs one at a time, then stir in vanilla extract.

Gradually mix in the dry ingredients alternately with buttermilk. Stir in boiling water until just combined. Fold in chocolate chips.

Pour the batter into the prepared baking pan and smooth the top.
