Preheat the oven to 350°F (175°C). Grease a 9-inch square baking pan.

In a large mixing bowl, combine the flour, sugar, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the egg, milk, and vanilla extract. Add the wet ingredients to the dry ingredients and stir until just combined.

Spread half of the batter into the prepared baking pan. Spread the jam evenly over the batter. Drop spoonfuls of the remaining batter on top of the jam.

In a small bowl, mix together the brown sugar and cinnamon. Sprinkle the mixture over the batter.

Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.
