Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.

Add the onion, carrots, and peas to the skillet. Cook for 5 minutes, until the vegetables are slightly softened.

Stir in the beef broth, Worcestershire sauce, garlic powder, salt, and black pepper. Simmer for 10 minutes.

In a separate pot, prepare the mashed potatoes according to package instructions.

Spread the beef mixture evenly in a baking dish. Top with the mashed potatoes, spreading them evenly over the beef.

Bake for 25 minutes, or until the mashed potatoes are golden brown.
