Preheat the oven to 350°F (175°C). Grease a 9-inch square baking dish.

In a medium bowl, whisk together the flour, 1/2 cup of granulated sugar, 2 tablespoons of cocoa powder, baking powder, and salt.

Stir in the milk, melted butter, and vanilla extract until well combined. Spread the batter evenly in the prepared baking dish.

In a separate bowl, mix together the remaining 1/4 cup of granulated sugar, brown sugar, and remaining 2 tablespoons of cocoa powder. Sprinkle this mixture evenly over the batter in the baking dish.

Pour the boiling water over the top of the batter and sugar mixture. Do not stir.

Bake for 30 minutes, or until the top of the cake is set and the pudding layer is bubbling.

Remove from the oven and let it rest for 10 minutes before serving.

Serve warm with vanilla ice cream or whipped cream, if desired.
