  1. In a large bowl, combine flour, sugar, yeast, cinnamon, nutmeg, and salt.
  2. Cut in butter until mixture resembles coarse crumbs.
  3. In a small bowl, whisk together egg and milk. Add to dry ingredients and mix well.
  4. Stir in raisins.
  5. Turn onto a floured surface; knead until smooth and elastic, about 6-8 minutes.
  6. Place in a greased bowl, turning once to grease the top. Cover and let rise in a warm place until doubled, about 1 hour.
  7. Punch dough down. Turn onto a lightly floured surface; divide into 12 pieces. Shape each into a ball.
  8. Place 2 in. apart on greased baking sheets. Cover and let rise until doubled, about 30 minutes.
  9. Preheat oven to 375°F (190°C).
  10. Bake for 15-20 minutes or until golden brown.
  11. Remove from pans to wire racks to cool.
  12. In a small bowl, combine powdered sugar, lemon juice, and water; drizzle over buns to form crosses.
