  1. In a large bowl, combine flour, sugar, yeast, cinnamon, nutmeg, and salt.
  2. In a small saucepan, heat milk and butter until butter is melted. Let it cool slightly.
  3. Add the milk mixture and egg to the dry ingredients. Mix until a soft dough forms.
  4. Knead the dough on a floured surface for about 5 minutes until smooth and elastic.
  5. Place the dough in a greased bowl, cover with a damp cloth, and let it rise in a warm place for about 1 hour or until doubled in size.
  6. Punch down the dough and knead in the raisins.
  7. Divide the dough into 12 equal pieces and shape each piece into a ball.
  8. Place the balls on a greased baking sheet, cover, and let them rise for another 30 minutes.
  9. Preheat the oven to 375°F (190°C).
  10. Bake the buns for 15-20 minutes or until golden brown.
  11. In a small bowl, mix powdered sugar and lemon juice to make the glaze.
  12. Remove the buns from the oven and let them cool for a few minutes.
  13. Drizzle the glaze over the buns in the shape of a cross.
  14. Serve warm or at room temperature.
