In a mixing bowl, combine all-purpose flour, yeast, sugar, and salt. Mix well.

Place the dough in a greased bowl and cover with a damp cloth. Let it rest for 30 minutes.

Place the buns on a steamer lined with parchment paper. Cover and let them rise for 10 minutes.
