  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add eggs, milk, oil, and vanilla extract to the dry ingredients. Mix well until smooth.
  4. Stir in boiling water to the batter. The batter will be thin, but that's okay.
  5. Pour the batter evenly into the prepared pans.
  6. Bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let the cakes cool in the pans for 10 minutes.
  8. Transfer the cakes to a wire rack and let them cool completely.
  9. Once cooled, frost the cakes with your favorite frosting and enjoy!
