Preheat the oven to 350°F (175°C) and grease a 9-inch round cake pan.

In a medium bowl, whisk together the flour, baking powder, cinnamon, nutmeg, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

Pour the batter into the prepared cake pan and smooth the top. Arrange the plum slices on top of the batter.
