Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large bowl, sift together the flour, cocoa powder, baking powder, and salt.

In a separate bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just blended.

Stir in the boiling water until the batter is smooth.

Pour the batter into the prepared pan and bake for 30 to 40 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then remove from the pan and cool completely on a wire rack.

Once the cake has cooled, dust with powdered sugar and serve with whipped cream. Garnish with chocolate shavings, if desired.
