  1. Preheat the oven to 200°C (400°F).
  2. Peel and chop the potatoes. Boil them in salted water until tender. Drain and mash with a little butter and milk.
  3. In a large pan, heat olive oil and sauté the onion, garlic, carrots, and peas until softened.
  4. Add the ground beef and cook until browned. Drain any excess fat.
  5. Stir in tomato paste, Worcestershire sauce, thyme, rosemary, salt, and pepper.
  6. Add the beef stock and simmer for 10 minutes.
  7. Transfer the beef mixture to a baking dish and spread the mashed potatoes on top.
  8. Bake for 20-25 minutes or until the potatoes are golden brown.
  9. Let it rest for 10 minutes before serving.
