  1. Preheat the oven to 350°F (175°C). In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  2. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the egg and vanilla extract. Gradually add the dry ingredients, alternating with the milk, beginning and ending with the dry ingredients.
  3. Drop rounded tablespoons of the batter onto a baking sheet lined with parchment paper. Bake for 10-12 minutes, or until the edges are set. Allow the cookies to cool completely.
  4. In a small bowl, mix together the powdered sugar, cream cheese, and orange food coloring until smooth.
  5. Spread a dollop of the cream cheese mixture onto the flat side of half of the cookies. Top with the remaining cookies to form sandwiches.
  6. Use the black decorating gel to create spiderweb designs on the top of each sandwich cookie.
  7. Serve and enjoy!
